BACKGROUND INFORMATION
Governed by dictator Josip Broz Tito, the states of Bosnia-Herzegovina, Serbia, Montenegro, Croatia, Slovenia and Macedonia united as the Federal People’s Republic of Yugoslavia following World War II. When Tito died in 1980, a power struggle ensued. The politicians vying for control of Yugoslavia incited feelings of nationalism among the different ethnic groups in the region. Slobodan Milosevic became president of Serbia in 1989. Milosevic had visions of a completely Serbian country and began his campaign of ethnic cleansing. He encouraged uprisings of Serbs in Croatia and Serbia. This caused Croatia and Slovenia to declare independence from Yugoslavia. Slovenia didn't have many a large population of Serbs and was able to leave the Republic of Yugoslavia without major conflict. On the other hand, Croatia had a significant population of Serbs. In Bosnia-Herzegovina, Bosnians voted to become an independent nation. There weren't any votes from Bosnian Serbs, as they were pressured to boycott the vote by Milosevic. Bosnia and Herzegovina had large populations of minorities. Out of the 4 million population, 44% were Bosnian Muslims, 31% were Orthodox Serbs, and 17% were Roman Catholic Croats. The outcome of the vote angered the Serbs and fighting instantly broke out, frightening the Bosnians and Croats because they lacked weapons to defend themselves due to a restriction by the United Nations. Throughout the 1990's, the former Republic of Yugoslavia was plagued with fighting and violence, among other problems. Bosnian Serbs wanted to join other Serbs to form their own country. Bosnia's capital, Sarajevo was attacked in May of 1992 followed by other major cities as the Bosnians were driven out by the Serbs' mission of ethnic cleansing. The conflict between Bosnian-Croatian and Serb forces had intensified and by 1993, Bosnian Serbs held control of 75% of the country. Many people were killed or displaced by the fighting, and the worst atrocities hadn't happened yet.
